A well-run sheltering organization of any size must have:

  1. A clearly defined mission or mandate.
  2. Adequate personnel.
  3. Up-to-date policies and protocols.
  4. A system for training and supervising personnel.
  5. Management practices aligned with animal welfare.

The shelter’s mission or mandate should reflect the needs of the community it serves. A community needs assessment reveals what services are already being provided in the community and where needs are unmet. Programs and collaborations have the biggest impact when they reflect principles of community engagement, including respect for each other’s values and cultures. The community’s needs should be regularly reviewed, and strategies and goals updated accordingly.
